| Why do we have to create brand new classrooms at the start of the school year? Why can't we delete all of our classrooms' membership, and just re-import the class membership lists? |

The reason is because many teachers' class ID and section ID numbers change from year to year. An administrator would need to painstakingly go to each classroom whose ID or teacher has changed, and update it, in order for the membership import to work correctly.
For this reason, SchoolFusion's import process works by deactivating all of last year's classrooms, and starting from scratch. For those teachers that wish to re-use content from last year's classroom, it is an easy 2 step process to export and import classroom content, detailed here.
