This is usually caused by a Symantec product either being installed, or having been installed and later uninstalled.
There is a registry key that will block access to Outlook by external programs (Including MS Word and other normal applications wanting to access Outlook). This registry key is described below with the process for clearing the key.
If this key is found to contain the Symantec Script blocker, clearing the entry will solve the problem. We are unsure of what possible issues it may cause with Norton products (we have not seen any yet). Though we have not had a single problem reported from user's we caution that you "Edit the registry at your own risk".
The registry key is:
[HKEY_CLASSES_ROOTCLSID{0006F03A-0000-0000-C000-000000000046}InprocServer32]
The "Default" key should be blank. If it is not... look to see if it contains a reference to a Symantec ScriptBlocker DLL file. If it does, then clear this value (double click the default key, and simply clear the entire value. DO NOT remove the "Default" key, only clear it's value so the value is blank).
Please note that at this time the Wyncs download is not compatible with Windows Vista.
